Boren

Founded in -964 to guard the western extremities of the Gherant Coast Boren has been teetering on the edge of claiming independence for several decades. What keeps it tied to Westcrown is the knowledge that its southern neighbour Rahadoum eyes the cities of Gherant Coast as potential targets for invasion. It has, however, managed to secure devolved powers on all aspects of its government except defence but even in military matters it is not slow to speak up for its own interests. The city has a population of 40,000 and is the most elvish of the cities in the region, having made a conscious effort to rebalance its half-elven culture.

Indeed the Grand Council of Boren which includes representatives of all the Guilds and business interests in the city keeps a keen eye on developments in Westcrown and generally (so the wags say) tries to do the opposite. Key differences in its decision making have been to devolve power away from the nobility and to tie its order of paladins to the Church of Pelor rather than the state. It has also successfully banned both the Church of Asmodeus and the Church of Mammon by making the selling of its citizens' souls illegal.

Although like any other flourishing port it has its fair share of crime and an occasional rowdy area rounds the docks its crime rates are low compared to Westcrown and no more than a minor irritant to its citizens. The city's authorities are have been keen to make sure that none of the criminal organisations of Westcrown succeed in their many attempts to take root in Boren.
