Tuktan is a realm of tribespeople related to the Kirani. They are
descended from those tribes who in ancient times
were less friendly to the Elves and as a result stayed out of the alliances that defined the Kirani and which led
to the creation of Koronande.
They are more conservative than the Kirani and do not really have a central government. Each village is largely looks after its own affairs. Instead they
have a Council of Elders which meets twice a year to discuss common problems.
Tuktan has largely stayed out of regional politics but still has had to cope with an aggressive neighbour in
Makan.
Ironically given its indifference to Elvish culture its solution to the frequent
raids by Makan has been the adoption of tree-forts very similar to those used in
Taaliraan. It is common for several villages to cooperate in setting up these defences.
In addition to the larger main forts which are manned at all times the villagers often set up temporary structures to keep any attacking force guessing.
