Viridistan is a 'hereditary' dictatorship. The Green Emperor's word is law and the trappings
of goverment are there to make sure his will is carried out. For all that
Hautulin Seheitt has proved a pragmatic if
ruthless ruler down the years and has appointed competent people (if also sometimes ruthless)
to administer the empire.
The day to day goverment is run by a Viceroy and two Suzerain. The six provinces (whose borders
once extndeded further from the City than they do now) are administered by Shahs and these
nine officials form the High Council which advises the Emperor. The Emperor, although he
listens to the Council frequently ignores them completely without explanation. The nobility
consist of Zhirquis and Zhirs who frequently occupy the next layer of power in the hierarchy.
All officials with few exceptions tend abuse their power for their own financial gain but not
on such a scale as to offend the Emperor.
The Emperor expects his officals to keep the taxes rolling in, to preserve the borders of the
Empire and to keep civil unrest to a minimum. Of late he has been less tolerant of any
perceived failures on these fronts as he himself has been distracted by 'other matters'.
