Rallu
Spies
No foreign power with the possible exception of
Tula considers Rallu a threat to their security. That being said
Rallu is a major power in the southern ocean and as a result all notable foreign powers
will have at least one spy in the city (although it is probably regarded as a junior posting).
Similarly Rallu's spy network abroad is mostly ignored as unthreatening and irrelevant to
the important balances of power. The Sea Kings, however, partly because their tradition of
secrecy and partly because of the ongoing war with Tula are rather paranoid about foreign
influences within the city and maintain a very comprehensive counter-intelligence spy network
with many willing informants. Being foreign and showing an interest in Rallu's shipyards
will almost certainly get you arrested and convicted of spying (if in addition you have an
aptitude for magic you will almost certainly be convicted of spying for Tula).
This indeed is the one secret that foreign powers would pay good money for: the design of
the ships of
Rallu's warfleet. Some suspect, however, that the key ingredient in Rallu's pre-eminence
on the ocean is rather more obvious, being the patronage of
Poseidon.
