The broad policies of the Warlord of Quitak are well-known.
Domestically he is in favour of religious freedom and notionally recognises the rights
of all races. He clearly, however, puts order and the flow of trade above any concepts
relating to justice. Although there is a large body of nobles and in theory he is advised
by the Council of Nobles in practice he has quite a small body of trusted advisors.
He does not tolerate any dissent regarding his rule and plots against him are ruthlessly
crushed by his secret police.
His foreign policy is more complex with the broad aim of keeping the flow of trade to the city
secure. The chief allies of Quitak are the dwarves of Thunderhold to the north. The Warlord's
perennial enemy is the
Green Emperor to the West and it rankles him
enormously that the superior miltary forces of the City of Spices have forced him to
pay tribute to the Emperor.
In truth, however, just keeping the influence of Quitak in the surrounding lands takes up
much of the Warlord's time and even those who dislike his values agree that he has been a
competent ruler.
