Zothay

The exact terms of the treaty between Zothay and the Skandiks of Ossary are known only to the Governor and the Tyrant and his counsellors. The following points are publicly known, however:

1. Zothay pays a tribute to Ossary which is payable every quarter and believed to be about 2400 gps.
2. Zothay's navy is limited to one ship (for defence against pirates). It is not known whether there is any limitation on the size of the army
3. Skandiks have the right of entry into Zothay which can only be revoked by decree of the Governor
4. Skandiks have the right of appeal to the Governor if sentenced by Zothay's laws (in practice in most cases this only leads to a slight downgrading of sentence e.g. death to exile etc.)
5. The Governor has the right to licence markets in the city e.g. the slave market
6. Trading in arms must be licenced by the Governor
7. The Tyrant will leave the Beggars' Quarter as it is. Precisely what the Treaty says is not known and neither is the reason for this part of the agreement. Kritas the Red is known to want to do something about this den of crime but feels constrained by the Skandik Governor
