Rallu is governed by hereditary monarchs, the Sea Kings. Although in theory absolute
monarchs the Sea Kings have an informal contract with their people that only one has been
foolish enough to ignore. They expect just laws, support for their sea-faring traditions
and cautious largely peaceful diplomacy to facilitate their domination of the southern
ocean. Although the King chooses his own advisors all the main power blocs in the city
expect to be represented.
King Danstone is considered a hard but fair king in the tradition of his ancestors and
is popular with most citizens. He himself works hard on foreign diplomacy and leaves
the justice system to work independently for most of the time. He will, however, involve
himself in highly political cases and takes responsibility for sentencing in those cases.
Although the King enjoys the fruits of the wealth of the city he is evermindful of the need
for each monarch to leave it in a better state and has a full public works programme to improve
the cities facilities. The only thorn in his side is the constant bickering and jockeying for
position of the various religious factions but he has become somewhat adept at playing them
off against each other.
