Beachcomber

The population of the town of Beachcomber on Bag Island is, like the rest of the island, made up of mostly halflings, but it is also known for its Lurker District, which boasts a surprising number of liberated half-orcs. Despite its inviting name, Beachcomber is the rowdiest town on the island, and its shadiest characters eventually find their way to this port. An increasingly bold temple to Norgorber, the Temple of the Hidden Name, skulks at the north edge of the town, and rumors abound of secret tunnels beneath the temple that lead to a vast catacomb network spanning the entirety of Beachcomber’s underbelly.

Though the laws decreed by Jolis Raffles, the leader of Bag Island, extend to the town of Beachcomber and guarantee freedom of religion, most of those who venerate Norgorber still hide their identities. The two priests who maintain the shrine to the evil god, Antal Armskeep and Black Gnarea, are almost open about their faith, and in addition to their duties as stewards to the chapel, they also jointly command the ketch 'Darkbow'.

The priest-captains of Norgorber are brutally efficient at hunting and destroying slave ships, which is maybe why Jolis Raffles turns a blind eye to their activities. Similarly, although it is said that after a particularly successful raid one can hear the screams of captured slavers being sacrificed to Norgorber, the suffering of the captives is of no concern to the port's inhabitants and is never reported.
